Job Summary and Essential Functions
This position typically provides maintenance of County roads and drainage systems. The Asphalt Paving Supervisor is responsible for effectively managing multiple projects, asphalt paving team members, equipment, and maintaining safety & quality standards. Manages all asphalt paving activities including planning, scheduling, material/supply acquisition, equipment utilization, maintenance, and personnel utilization; and must be able to deal courteously and professionally with coworkers and citizens.
ESSENTIAL JOB FUNCTIONS:
Knowledge of asphalt paving and asphalt paving equipment. Effective asphalt paving equipment utilization. Asphalt paving equipment operating knowledge. Performs skilled craft duties in the operation of various types of heavy construction equipment in the construction and maintenance of county rights of way, including but not limited to operating backhoes, asphalt machine and rollers. Supervises others directly and provides feedback, leave approvals and performance evaluations. Supervises asphalt paving of roads, streets and highways. Maintains inventory and equipment. Responds to urgent work orders. May use asphalt racks in spreading and leveling hot mix asphalt in patching potholes, paving driveways, resurfacing roadways and paving for special projects. Maintains accurate logs and records of work completed. Maintains accurate time records for crew. Educate and train asphalt crew on safety, production goals, and equipment maintenance. Inspects equipment for safety prior to use and performs basic maintenance. Sweeps roads. Approves leave requests. Provides direction to crew to prioritize workload. Provides traffic control. Maintains and inspects site safety. Provides emergency response to natural disasters such as hurricanes and floods. Analyzes job sites to determine necessary materials and purchases. Performs other duties as assigned.
Minimum Requirements to Perform Work
High School diploma or equivalent; Three (3) years of related asphalt experience; Must have and maintain a valid driver’s license for South Carolina with safe driving record. Special Requirements: Departmental testing may be administered during interview; A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file. This is a safety sensitive position and is subject to random drug and alcohol testing. Serves “on-call” status on a rotating basis as well as after hours and weekends on an emergency basis. Knowledge, Skills and Abilities: Ability to read and write. Strong mathematical skills preferred. Ability to manage inventory and property. Ability to make budget recommendations and manage the budget. Ability to use small office equipment, computers and highly technical computer applications. Ability to use or repair small and medium equipment and machinery. Ability to supervise employees.
Physical Demands
This position requires the employee to reach, pull and push with hands and arms; stand; use hands to handle, feel, finger, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and walk, talk and hear. The employee must frequently lift and/or move up to ninety-five (95) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
