Type of employment : This is a contractual role under Project Management Unit (PMU) of GeM.

Job Overview:

This role involves working closely with law enforcement agencies, investigating fraudulent cases, managing risk and fraud controls, and ensuring adherence to vigilance and ethical standards. The Employee will coordinate across multiple stakeholders to enhance governance and mitigate risks effectively.

Key Responsibilities:

• Coordination with Law Enforcement Agencies:

• Act as a liaison between the organization and law enforcement agencies for investigations and follow-ups.
• Facilitate timely sharing of information to internal departments and law enforcement agencies to support investigation in ongoing cases.

• Fraud Detection and Case Investigations:

• Conduct a comprehensive investigation into suspected fraudulent cases and prepare detailed reports.
• Utilize advanced analytics tools and techniques to identify anomalies in procurement or other critical operations.
• Prepare and present findings to internal committees and external stakeholders, ensuring actionable outcomes.

• Risk and Fraud Control Measures:

• Develop and implement robust risk and fraud control mechanisms.
• Assisting in developing and implementing robust risk and fraud control mechanisms.
• Work with the GeM Advanced Analytics Task Force on anomaly detection in procurement cases.
• Prepare and disseminate communication based on detected anomalies and risks.

• Vigilance and Ethics Management:

• Assist the Chief Vigilance Officer (CVO) in carrying out vigilance functions as per Central Vigilance Commission (CVC) guidelines.
• Maintain comprehensive records of complaints, inquiries, and vigilance clearances.
• Support the Ethics and Vigilance Officer in upholding the organization's ethical standards, aligned with the HR Manual.

• Interdepartmental and Interagency Collaboration:

• Coordinate with vigilance departments across other ministries, departments, and state governments.
• Actively participate in committees such as the Anomaly and Deviation Management Committee.

• Training and Capacity Building:

• Organize and conduct training programs on vigilance, fraud detection, and risk management for employees.

• Policy Compliance and Advisory:

• Formulate the security plans, policy, standards & guidelines Ensure adherence to General Financial Rules (GFR), public procurement guidelines, and Government of India policies.
• Provide expert advisory on vigilance and compliance matters.

• Other Duties:

• Perform any other tasks assigned by the CVO or other senior officials related to vigilance, risk management, or fraud control.

Professional Qualifications

• Minimum of 3 years of experience in the vigilance/ Intelligence cell of an organization.
• Familiarity with CVC instructions, GFR, public procurement policies, and investigative procedures.

Desirable Skills

• Strong analytical and investigative skills.
• Ability to prepare official notes and conduct inquiries independently.
• Excellent communication and coordination abilities.
• Proficiency in data analytics and anomaly detection tools is an advantage.

Educational Qualifications

• Essential: Graduation in any discipline from a recognized University

Preferred Qualifications:

• Advanced understanding of risk and fraud management frameworks.
• Prior experience in working with government organizations or public sector enterprises.

GeM selection committee reserves the right to relax or extend the eligibility criteria and educational qualification.
