Launched nation-wide in September 2021, the Ayushman Bharat Digital Mission (ABDM) seeks to power India’s quest for Universal Health Coverage by creating the interoperability required for health information and records to be exchanged seamlessly across digital platforms, leading over time to improved access, quality and affordability of health services. Central to ABDM is the concept of a health account (Ayushman Bharat Health Account or ABHA). An individual with an ABHA can link their medical records to this account and provide their consent to share their records with any other system that is ABDM-enabled. For instance, if they have been referred to a specialist for a consultation, they may provide them with access to diagnostic and other records that provide the specialist a comprehensive view of their medical history.
The National Health Authority (NHA), an autonomous government institution manages the implementation of ABDM across the country. There has been tremendous progress so far, with 821+ million ABHA created, ~430,500 health facilities and ~721,600 health professionals registered as on 22 October 2025. With 362 health systems and apps ABDM-enabled, and the introduction of functionalities such as ‘’, the Unified Health Interface () and Health Claims Exchange () being introduced, the health ecosystem in India is poised to fully leverage ABDM’s potential.
WJCF has been supporting the operationalization and roll-out of ABDM since 2021, working closely with and under the guidance of the NHA. Our focus has been on driving adoption of ABDM among healthcare providers, especially private sector healthcare professionals. A key constituency in the private sector are doctors, who are not only the main ‘consumers’ of health records (on the basis of which they make their diagnoses and prescribe care) but also the main ‘producers’ of these records.
Position Summary:
WJCF is supporting Madhya Pradesh State ABDM Office to strengthen the adoption of the Ayushman Bharat Digital Mission (ABDM) by demonstrating its value to both healthcare providers and seekers. To do this, WJCF is focusing on establishing Bhopal as ‘Digital Health District’ where targeted interventions can be tested, refined, and scaled. The three key areas of intervention are:
Facilitating digitization of healthcare facilities and enabling them to link records to patients’ ABHA Enabling the healthcare workers to activate the use of ABHA across the various government program portals they are leveraging for delivering healthcare services Enhancing community engagement by refining IEC campaigns, collaborating with educational and community-based organizations, and supporting district-wide citizen awareness drives across multiple media channels. WJCF is looking to hire an Associate in supporting these efforts by working closely with WJCF teams, government stakeholders, health facilities, and communities. The associate will play an important role by working in close collaboration with the Madhya Pradesh State ABDM Office in Bhopal and WJCF Bhopal office for the implementation of this project to help drive adoption of ABDM among healthcare professionals and healthcare seekers in the state.
The expected outcomes of this initiative are:
Establishing Bhopal as “Digital Health District” in the state by digitizing the healthcare services’ delivery across public and private healthcare providers. Engaging the healthcare seekers and community to generate awareness about ABDM and create demand amongst the healthcare seekers by demonstrating the value of ABDM through implementation of various use cases. Document learnings and prepare Standard Operating Procedures (SOPs) that can be leveraged to scale the efforts across other districts in the state. The selected candidate will work out of the WJCF Bhopal/Delhi Office, however, the candidate must be open to relocation to other states in future as per program requirements. This role provides an opportunity to be at the heart of and directly influence the nascent and fast-moving digital health journey in India.
Responsibilities
Strategic Implementation and Coordination Support the implementation of ABDM through coordination with State ABDM Office. Develop and refine operational plans for health facility digitization and demand generation for digital health records linked to ABHA. Facilitate partnerships with medical associations, including laboratory and pharmacy associations, to deepen usage of ABDM-enabled solutions. Track progress of facility onboarding and adoption metrics using systematic reporting and data analytics. Information, Education and Communication Development (IEC) and Support Lead demand generation efforts for driving ABDM adoption among the healthcare seekers Design, develop and deploy IEC resources (posters, brochures, infographics, social media creatives, and campaigns for demand generation. Coordinate with field teams to collect feedback from healthcare providers and healthcare seekers on IEC effectiveness. Coordinate with State ABDM Office for approval of IEC resources and ensure updates are made in line with government-approved IEC. Knowledge Management Organize and maintain project data, IEC resources, and analytics files for easy access. Contribute to creating knowledge products such as presentations, briefs, and project updates. Data Analytics and Reporting Develop dashboards, periodic reports, and presentations assessing adoption trends, challenges, and successes for both internal and government stakeholders. Coordinate documentation of case studies, best practices, and learnings from Bhopal to inform scale-up and further interventions. Assist in preparing fortnightly/monthly project reports with insights for internal and external stakeholders. Exploring innovative ways to reach out and engage healthcare professionals and community to enable them to participate in India’s digital health journey. Qualifications
Bachelor's or Postgraduate / Master's degree with minimum 5 years of work experience in similar or related fields Exceptional analytical (qualitative and quantitative) and communication (written and verbal) skills Strong problem-solving skills and a positive, solution-oriented approach Strong interpersonal skills and ability to build and nurture relationships in a diverse, challenging, limited-structure, multicultural environment High level of proficiency in Microsoft Excel, PowerPoint and Word Ability to think strategically, handle ambiguity, and problem solve in a fast-paced environment Ability to handle multiple tasks simultaneously, set priorities and work independently Willingness to travel within and across states, as required and for extended periods (up to 40% travel). Experience in management and/or healthcare consulting, development sector consulting, or public health will be a plus Experience of working in a multi-stakeholder environment and / or government stakeholder management experience would be a strong positive.
