Chief Operating Officer (COO) – ASX Listed Company

Global / Perth, Western Australia | Full Time Executive Role

We are an ASX listed company with an advanced stage Rare Earth project in Brazil and we are seeking a Chief Operating Officer (COO).

Role Overview

Reporting to the Managing Director, the COO will provide strategic leadership and operational leadership of the project including O&M, Supply Chain, Projects & Engineering, safe, efficient operations, demonstration plant delivery, execution readiness, commissioning, Brazilian regulatory alignment, and ASX governance support.

Key Responsibilities

Key Outcomes in the First 12–18 Months

  • Deliver an integrated execution and operational readiness plan aligned with DFS, permitting and financing milestones.
  • Oversee commissioning and early operations of the demonstration plant including O&M readiness and data capture.
  • Define and implement the operating model for Brazil including O&M, supply chain, maintenance and site governance.
  • Implement operational systems including CMMS, HSE systems, project controls, procurement workflows and logistics frameworks.
  • Drive supply chain strategy including contracting, reagent supply assurance, and logistics planning.
  • Strengthen cross‑functional integration supporting cost visibility, risk management and execution readiness reporting.

Strategy, Leadership and Business Partnering

  • Partner with MD & CEO, CFO and executive team to translate strategy and DFS outputs into operational delivery.
  • Provide operational insights to support decision‑making and Board‑level reporting.
  • Lead and mentor operational, engineering and supply chain teams to foster a high‑performance culture.

Operations and Maintenance (O&M)

  • Develop and lead O&M strategy for the demonstration plant and future operations.
  • Oversee commissioning, plant optimisation and early operating performance.
  • Ensure safety leadership, process discipline and operational governance.

Supply Chain

  • Lead contracting, procurement, logistics, inventory control and supply assurance functions.
  • Implement procurement governance and contract performance management.
  • Support toffake strategy from an operational feasibility perspective.

Projects & Engineering (including Project Controls)

  • Oversee engineering, scheduling, cost control and project controls for demonstration plant and full project readiness.
  • Ensure integrated planning across engineering, procurement, construction and operations.
  • Lead risk management, readiness assessments and stage‑gate governance.

Systems, Processes and Data

  • Establish operational systems including Computerised Maintenance Management System (CMMS), HSE systems, document control and operational reporting.
  • Ensure integration between project controls, Enterprise Resource Planning (ERP)/finance systems, procurement tools and operational data.
  • Drive continuous improvement in operational workflows.

HSE, ESG and Regulatory Compliance

  • Champion a safety‑first culture and ensure HSE integration across operations and projects.
  • Support ESG performance and reporting obligations required by investors and regulators.
  • Engage constructively with Brazilian regulators, communities and partners.

Governance, Risk and Assurance

  • Lead operational risk management including critical risk controls and contractor governance.
  • Support Board and committee reporting including operational readiness and execution status.
  • Ensure transparent reporting supporting ASX obligations.

Ideal Candidate Profile

  • Tertiary qualification in engineering (mining, chemical, process, mechanical) or related field.
  • Postgraduate qualifications in management or project management (preferred).
  • Senior operational leadership experience with significant mining/processing exposure.
  • Demonstrated experience leading major projects, commissioning and readiness programmes.
  • Strong background in operational governance, safety leadership and project controls.
  • Experience with ASX‑listed organisations.
  • Strategic and operational thinker with strong execution discipline.
  • Influential communicator able to engage with Boards, regulators, communities and technical teams.
  • Leadership presence with ability to build high‑performing teams and drive accountability.
  • Resilient, pragmatic and solutions‑oriented with strong judgement.
  • High integrity with commitment to safe, ethical and responsible business practices.
