The team enables large-scale e-Governance, data analytics, and automation to improve efficiency and citizen experience.

About the Role:
The Consultant – Data Analytics will be responsible for delivering high‑quality analytical support in public finance projects. The role involves conducting financial analysis, policy evaluation, budget preparation, revenue and expenditure studies, and supporting debt management for government and public sector engagements. The consultant will work closely with senior stakeholders to provide data-driven insights and assist in regulatory and compliance processes. People with experience in Writing Finance Commission Grants.

Key Responsibilities:
- Conduct policy analysis, techno-economic appraisals, and provide support in budget formulation, review, and analysis.
- Perform revenue augmentation studies, capital expenditure and receipts analysis, and interstate budget comparisons.
- Analyze financial data to identify trends, variances, and opportunities for improvement.
- Support the development of Budget Manuals and enhance accessibility of budget documents such as FS Memo.
- Execute end-to-end debt management analysis, including comparison of borrowing instruments.
- Assist in preparing statutory reports under the FRBM Act:
- Medium Term Fiscal Policy Statement
- Fiscal Policy Strategy Statement
- Macro‑Economic Framework Statement
- Medium‑Term Expenditure Framework Statement
- Ensure compliance with regulatory guidelines issued by RBI and the Ministry of Finance.
- Compile, organize, analyze, and report financial data for decision-making.
- Create and deploy queries, conduct data analysis, and prepare reports/presentations for stakeholders.

Required Qualifications & Experience:
- Education: Graduation in any discipline AND Master’s degree in Economics / Commerce / MCA / PGDM / PGDBM / MBA
- Experience: Minimum 5 years of experience in data analytics.
- Experience in at least one of the following domains: Banking / Finance / Insurance Services/ Development/ Economics/Data & Analytics/Writing Finance Commission Grants

Preferred Skills:
- Proficiency in statistical and analytical tools such as: SAS, SPSS
- Programming skills in: R, SQL, STATA
- Experience with open-source tools such as: BI tools, R, Python
- Ability to develop user interfaces (UI);
knowledge of UI/UX is desirable. - Strong proficiency in MS Word, Excel, and PowerPoint.
- Familiarity with Business Intelligence platforms.
