Job Title: Delivery Manager


Role Summary

We are seeking a seasoned Delivery Manager to lead fixed-price digital delivery engagements for public sector clients . This role holds end-to-end ownership of delivery execution, financial performance, and schedule discipline, ensuring programs are delivered on time, within scope, and at planned margins .

The ideal candidate brings strong financial acumen , deep experience in delivery governance , and the ability to operate effectively in CMMI and ISO-aligned environments , with proven expertise across Microsoft platforms .


Key Responsibilities


Delivery & Program Execution

  • Own end-to-end delivery of fixed-price digital programs across the public sector.
  • Ensure adherence to scope, timelines, quality benchmarks, and contractual SLAs.
  • Drive delivery excellence across multi-vendor, multi-team engagements.
  • Proactively manage risks, dependencies, and change requests.

Financial & Commercial Management

  • Own program P&L, ensuring delivery at planned margins.
  • Track budgets, forecasts, burn rates, and revenue recognition.
  • Manage scope control, change orders, and client negotiations in fixed-price models.
  • Ensure accurate invoicing, milestone tracking, and financial reporting.

Governance & Compliance

  • Establish and maintain strong delivery governance frameworks.
  • Ensure compliance with CMMI, ISO (ISO 9001/27001) , and internal quality standards.
  • Lead audits, reviews, and compliance reporting for public sector programs.
  • Maintain detailed documentation, status reports, and executive dashboards.

Client & Stakeholder Management

  • Act as the primary point of contact for senior client stakeholders.
  • Build trusted relationships with government officials and client leadership.
  • Provide clear, data-driven communication on progress, risks, and outcomes.
  • Manage escalations and drive resolution in high-visibility engagements.

Technology & Platform Oversight

  • Lead delivery across Microsoft platforms , including:
  • Microsoft Azure
  • .NET / ASP.NET
  • Power Platform (Power BI, Power Apps, Power Automate)
  • SharePoint & Microsoft 365
  • Collaborate closely with architecture, engineering, and QA teams to ensure technical alignment and delivery quality.

Team Leadership

  • Lead cross-functional teams including project managers, engineers, QA, and vendors.
  • Coach and mentor delivery teams to improve performance and maturity.
  • Drive a culture of accountability, continuous improvement, and delivery discipline.

Required Qualifications & Experience

  • 10+ years of experience in IT/digital delivery management , with significant exposure to fixed-price projects .
  • Strong experience delivering public sector / government programs.
  • Proven ownership of delivery financials, margins, and forecasting .
  • Hands-on experience working in CMMI and ISO-aligned environments .
  • Strong understanding of Microsoft technology platforms .
  • Excellent stakeholder management and executive communication skills.

Preferred Qualifications

  • PMP, PRINCE2, SAFe, or similar delivery/project management certification.
  • Experience with large-scale digital transformation or e-governance programs.
  • Prior experience managing multi-vendor ecosystems.
  • Exposure to Agile, Hybrid, and Waterfall delivery models.
