Supervises Staff:: No Description Incumbent serves as Downtown Specialist with focus on downtown cleanliness and supervision of the Brighten Bloomington program; responsible for general maintenance, upkeep, and first-line customer contact for merchants, citizens, and visitors in Bloomington's downtown and day to day operations of contractual crews involved in the Brighten Bloomington Program. The following are essential duties for this position, performed with or without reasonable accommodation: Primary Oversees the day to day operation of the Brighten Bloomington program, which includes assigning work areas, monitoring progress, and ensuring crews' use necessary tools, equipment, and personal protective equipment. Patrols downtown area and other high priority rights of way to identify and address issues of cleanliness, safety, maintenance, and general concerns brought forth by merchants and other members of the public including curb painting and weed management along curbs, medians, and other right of way infrastructure such as sidewalks, sidepaths, and pedestrian islands. Takes all reasonable steps to maintain a safe work environment including creating and implementing temporary traffic control plans and work zones. Responsible for litter removal, graffiti eradication in the right of way or on City property, ensuring that signal poles and switch boxes are free of attachments, scraping up gum, power washing alleys and sidewalks, shoveling snow, and generally taking care of the downtown. Maintains daily contact with general public; giving directions, answering questions, responding to issues, and explaining local regulations. Assists with road closures for downtown Special Events in the Right of Way. Works with Parking Services and BFD to ensure barricades and other traffic control infrastructure is in place. Addresses issues brought forth by citizens either directly or by notifying the appropriate City department or employee. Alerts City crews to deteriorating sidewalks, planters, pet-related issues, and other areas of concern. Properly maintains and oversees vehicles, equipment, tools, and supplies to ensure they are in working order. Monitors problem areas and maintains contact with the Park Patrol, HAND compliance officers, Parking Enforcement personnel, and BPD to report skateboarding and panhandling problems as well as issues such as blocked alleys and other illegally parked vehicles that block handicapped spaces or fire lanes. Administers community standard first-aid and CPR when necessary. Takes PPE and Bloodborne Pathogens Training and adheres to best practices. Secondary Occasionally performs office duties such as answering telephones. During inclement weather, incumbent may be requested to perform a number of tasks including office clerical duties. Performs related duties as assigned. Job Requirements High school education or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Minimum experience of one year in maintenance, custodial and landscaping. Minimum experience of one year using and maintaining hand tools, power tools, and other equipment such as trucks, ATVs, and trailers. Ability to train, coordinate, direct and evaluate the work of others. Ability to successfully complete CPR and First-Aid Training as well as PPE and Bloodborne Pathogen Training within the first year of employment. Ability to successfully complete ATSSA Traffic Control Technician Course within the first year of employment. Difficulty of Work and Personal Work Relationship Difficulty of Work Incumbent performs duties both in and out of doors, and is exposed to dust, vehicle fumes and extreme weather conditions. This includes exposure to rain, snow, wind and ice. Job requires manual labor including frequent bending, stooping, walking, and lifting up to 75 pounds. Incumbent may be subject to adversarial and extremely difficult situations in public encounters and must respond with tact and courtesy. Personal Work Relationships Incumbent has daily contact with the public providing information to citizens and visitors concerning departmental and City policies. Employees may elect the High Deductible Insurance plan with the City providing an HSA contribution and if the employee is a non-smoker or participating in the Tobacco Cessation program, the employee only plan is at no cost to the employee. Employees and their dependents (ages 3 and up) who are on the City's health insurance may utilize the City Employee Health Clinic. Employee Tuition reimbursement plan.* Employees may receive over $2,400 per year in HSA contributions and wellness reimbursements, insurance discounts, and incentives. The City offers life insurance, accidental death and dismemberment, and long term disability insurance at no cost to employees. Employees may elect voluntary term life and short-term disability insurance. After 1 year of employment, six weeks of paid parental leave are available to eligible employees. Student Loan Forgiveness: The City of Bloomington is an eligible employer for the Public Service Loan Forgiveness program.
