Job Description
POSITION RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Under the guidance of a senior commissioning engineer or technician, perform testing of substation equipment, primarily power circuit breakers, transformers, and static capacitors.
This testing involves verification of CT/PT ratio, CT polarity, transformer impedance, power factor for transformers, timing of
power circuit breakers, and insulation voltage withstand tests.
With instruction and guidance from the BPA lead engineer, perform testing of Substation Control equipment including Protective Relaying, SCADA, microwave radio, Transfer Trip, and PLC's (Programmable Logic Controllers).
With instruction and guidance from the BPA lead engineer, support the design, implementation, maintenance, and improvement of
electrical instruments, equipment, facilities, components, products, and systems by checking rack wiring and cables in BPA facilities.
Operate computer-assisted engineering and design software and equipment to perform engineering tasks under the direction of a
BPA Lead Engineer.
Gather information for BPA Lead Engineer to create electrical drawings, reports, and calculations to support the engineering
solutions for electrical systems.
Assist BPA lead engineer with coordinating construction, installation, maintenance, support, documentation, or testing activities to
maintain compliance with specifications, codes, and customer requirements.
With assistance and approval by the BPA Lead Engineer, perform detailed calculations to compute and establish construction, and
installation standards and specifications.
Assist BPA lead engineer with Inspection of completed installations and verification of operations to maintain conformance to design
and equipment specifications and compliance with operational and safety standards.
Perform troubleshooting and provide on-site technical support to craft/customer personnel in the field, as directed.
Work with BPA design staff during engineering phase to understand design philosophy and provide field information/valid requirements.
Apply diversified knowledge of engineering principles/practices in broad areas of assignments and related fields.
With oversight and guidance from BPA manager / BPA lead engineer, facilitate projects on site, including requesting outages through
outage coordinator and verifying that materials arrive on site.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor's Degree in Engineering (from an ABET accredited school) is required.
o Candidates months from graduation will be considered.
Note: ABET (Accreditation Board for Engineering and Technology)
months of experience and knowledge of electrical engineering concepts, principles, and practices applicable to components and
facilities found on a regional transmission system is required.
Required Technical Skills & Experience (required on matrix)
Proficiency with Microsoft Office Suite products, including Word, Excel, and Outlook.
Preferred Skills & Experience (optional on matrix)
Training or experience in Power Systems Engineering sufficient to allow knowledge development of design standards through on-the-job training.
o The intent is for the Engineer to review and correct Controls, RAS and Metering, and Protective Relay Design
Demonstrated ability to read and understand electrical prints: one-lines, wiring diagrams, and schematics to determine how the
protection and control systems operate.
