Job Description – Head, HSE & Construction Safety

Location: India (Pan‑India site mobility required)

Function: Health, Safety & Environment (HSE) + Construction Safety

Location: Mumbai


1. Role Purpose

The Head – HSE & Construction Safety is responsible for establishing, governing, and continuously improving a world‑class safety, health, and environment framework across all phases of the data center lifecycle—site acquisition, design, construction, commissioning, and operations. The role ensures zero‑harm culture, regulatory compliance, contractor safety governance, and alignment with global hyperscale DC safety standards (NFPA, BIS, NBC, IFC, ISO, OSHA).


2. Key Responsibilities

A. HSE Governance & Strategy

  • Develop and implement a comprehensive HSE strategy aligned with global data center safety norms.
  • Establish the HSE Management System, SOPs, manuals, and emergency response frameworks
  • Drive a safety‑first culture across design, engineering, construction, commissioning, and O&M teams.
  • Ensure compliance with statutory requirements (Factories Act, IS standards, environmental norms, fire & life safety codes).


B. Construction Safety Leadership

  • Lead and govern contractor safety during civil, structural, power, cooling, automation / controls, security and network infrastructure works.
  • Review DC designs / layouts to incorporate elements / features ensuring safe construction and operations.
  • Approve Construction HSE Plans for all EPC partners.
  • Drive safety and sustainability culture in the organization, periodic internal site safety audits, facilitate customer safety audits, Conduct and authorize shutdowns where required.


C. Fire, Life, and Critical Systems Safety

  • Oversee design reviews for Fire Detection & Life Safety (FDLS) systems and ensure compliance with global standards (as referenced in the HyperVault control system safety baseline).
  • Ensure mandatory integration of safety systems with EPMS, DCIM, BMS, access control, UPS/switchgear, HVAC isolation etc.
  • Govern testing, commissioning, IST/FAT/SAT related to safety and emergency systems.


D. Risk, Incident & Crisis Management

  • Establish and maintain the Incident, Emergency & Crisis Management Framework; partnership with the Head – Incident, Crisis Management & BCP.
  • Lead root‑cause analysis (RCA), corrective & preventive action closure.
  • Publish risk dashboards and ensure early warning mechanisms.


E. Environmental Sustainability & Compliance

  • Implement environmental management systems—waste handling, hazardous materials management, energy & water monitoring.
  • Ensure compliance with pollution control board requirements, green building norms, and sustainability metrics.


F. Safety Training & Workforce Capability

  • Develop capability frameworks and deliver HSE training for contractors, engineers, and operations teams.
  • Certify critical high‑risk work categories (LOTO, confined space, hot work, working at height, energized electrical work).


G. Stakeholder, Contractor, and Regulatory Engagement

  • Liaise with statutory authorities (fire dept., pollution control boards etc.).
  • Govern EPC partners using KPIs, safety scorecards, and compliance audits.
  • Collaborate with Head – Design & Engineering, Head – Project Delivery, Head – Operations & Maintenance


3. Must‑Have Skills

  • Deep expertise in HSE for hyperscale data centers, large industrial projects, power infrastructure, and mission‑critical environments.
  • Knowledge of global safety standards: NFPA, ISO 14001/45001, OSHA, NBC, BIS, IFC, UL/FM.
  • Strong experience managing EPC contractor safety, high‑risk construction activities, and commissioning safety.
  • Ability to interpret engineering drawings for mechanical/electrical/fire systems.


4. Good‑to‑Have Skills

  • Experience with hyperscalers, colocation facilities, or high‑density infrastructure build‑outs.
  • Background in environmental sustainability frameworks (LEED, IGBC, GRI).
  • Exposure to DC power systems, BESS safety, lithium‑ion handling, and HV/LV electrical safety.


5. Qualifications

  • B.Tech / BE in Mechanical / Electrical / Civil / Industrial Safety Engineering.
  • Mandatory certifications: NEBOSH IGC, IOSH, OSHA 30/40, or equivalent.
  • Preferred: ISO 45001 Lead Auditor, NFPA certifications, PMP (safety track).


6. Experience Required

  • 18–22 years’ experience in HSE roles; minimum 5+ years in data centers, industrial construction, or mission‑critical projects.
  • Experience managing multi‑site construction and operations.


7. Reporting Structure

  • Reports To: CEO
  • Direct Reports: Construction Safety Leads
  • Matrix Partners: Project Delivery, Engineering, Facilities/O&M, Security, Fire Safety Teams.
