Job Description

1. Compliance

• Maintain an in-depth knowledge of local Health & Safety (HSE), Environment, and Dangerous Goods (DG) legislation, practices, and trends, while understanding local business needs.

• Translate this knowledge into actionable recommendations, tactics, and plans to ensure compliance with local regulations and WFS requirements.

• Monitor HSE and DG performance, oversee self-inspections conducted by Operations, and conduct independent audits and inspections.


2. Safety and Environment Management System (SMS)

• Develop, implement, and monitor the Safety Management System (SMS) in accordance with ICAO requirements (with the Country Manager accountable for SMS performance).

• Ensure all activities are risk-assessed, particularly during change management processes.

• Collaborate with management to design and maintain an Emergency Action Plan.

• Develop and update standards, procedures, and work instructions to promote safe and sustainable work practices, ensuring compliance with both legal and WFS requirements.

• Lead incident and accident investigations; for serious events, conduct thorough investigations, prepare documentation, and recommend corrective action plans in compliance with regulatory and WFS standards.

• Promote HSE awareness and ensure effective communication of safety initiatives.

• Support the Safety Assurance Program.


3. Training and Education

• Coordinate the identification, design, and development of HSE and DG training programmes and tools tailored to business needs.

• Recommend adjustments to ensure compliance and efficiency.

• Develop and implement educational campaigns, initiatives, and tools to drive compliance with diverse requirements such as safe working practices, equipment usage, handling techniques, aviation safety, and eco-driving.


4. Dangerous Goods (DG) Oversight

• Serve as subject matter expert for Dangerous Goods, supporting business needs (e.g., IATA advisor role, ADR advisor role, Radiation Protection Advisor role).

• Ensure compliance with DG regulations and WFS DG Manual through routine and specialized audits and risk assessments.

• Collaborate with stakeholders to develop and implement corrective action plans when non-compliance is identified.


5. Networking and External Engagement

• Develop and maintain a professional network of contacts both within WFS and external organizations such as Labour Inspectors, Safety Bodies, HSE/DG associations, and industry conferences.

• Leverage this network to stay ahead of regulatory changes, facilitate improvements, and support effective problem resolution.


6. Communication Tasks

• Cascading regulatory and operational information to the frontline personnel for acknowledgement and implementation.


Qualification:

• Education – Degree or Equivalent

• Experience – 3 years and above on Job

• Demonstrable knowledge of SMS and ISAGO

• In depth knowledge of Risk assessment methodology, incident/accident investigation and root cause analysis
