Position Overview: Manager - Regional Network Planner (Surface Network Optimization) is responsible for planning, optimizing, and governing the regional surface transportation network. The role focuses on improving shipment flow across first-mile, middle-mile, and last-mile movements, ensuring TAT adherence, cost optimization, and service reliability. This role owns regional surface network design and execution while aligning with national network strategy and optimization frameworks. Job Purpose: To design, optimize, and continuously improve the regional surface transportation network by balancing service quality, transit time, capacity utilization, and cost efficiency, while supporting business growth and operational resilience.
Key Roles & Responsibilities: Surface Network Planning & Optimization • Plan and optimize regional surface transportation routes to ensure efficient shipment movement across hubs, transshipment centers, and delivery locations. • Periodically review and reengineer the regional network to address volume growth, new service requirements, and operational constraints. • Ensure seamless integration of first-mile, middle-mile, and last-mile flows. Capacity Planning & Vehicle Utilization • Optimize deployment of vehicles across routes based on shipment profiles, load factors, and route characteristics. • Improve vehicle utilization through route rationalization, consolidation, and scheduling optimization. • Support decisions on vehicle mix, trip frequency, and capacity buffers for peak and non-peak periods. Scheduling & TAT Management • Design and maintain surface movement schedules aligned to committed TATs and service SLAs. • Monitor schedule adherence and identify root causes for transit delays or network bottlenecks. • Work with regional operations teams to implement corrective actions. Cost Optimization & Productivity • Drive cost efficiencies through optimized routing, reduced empty miles, and improved asset utilization. • Support regional cost-to-serve analysis for surface movements. • Partner with procurement and operations teams on transport cost optimization initiatives. Performance Monitoring & Analytics • Track key network performance metrics including transit time, on-time departures/arrivals, vehicle utilization, and cost per shipment. • Develop structured MIS and dashboards for regional leadership and national network teams. • Identify improvement opportunities through data-driven analysis. Technology Enablement & Continuous Improvement • Leverage transportation management systems (TMS), route optimization tools, and telematics data for planning and monitoring. • Support adoption of automation, analytics, and optimization tools to improve decision-making. • Lead or support network improvement projects and pilots at the regional level. Stakeholder Collaboration & Governance • Work closely with regional operations, hubs, line-haul teams, and national network planning teams. • Ensure alignment with national surface network standards, policies, and governance frameworks. • Support audits, reviews, and governance forums related to surface network performance. Qualifications & Experience: Education • Essential: Bachelor’s degree in Logistics, Transportation, Supply Chain Management, Industrial Engineering, or a related discipline. • Preferred: MBA / PGDM in Operations, Supply Chain, or Logistics. Experience • 7–10 years of experience in surface network planning, transportation optimization, or logistics operations. • Strong exposure to express logistics, courier, e-commerce, or large-scale surface transportation networks. • Proven experience managing regional network flows, route planning, and TAT-driven operations. • (Experience profile aligned to similar roles in Indian express and e-commerce logistics players handling regional line-haul and surface networks.)
