The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. The William J Clinton Foundation (WJCF) is an Indian not-for-profit entity, registered under Section 8 of the Indian Companies Act 2013 and has an affiliation agreement with the Clinton Health Access Initiative (CHAI). WJCFs mission is to save lives and improve health outcomes in the country by enabling the government and private sector to strengthen and sustain quality health systems. WJCF has been working closely with the Ministry of Health & Family Welfare, and Departments of Health at the state level since 2007 providing technical as well as operational support to various programs such as COVID-19 disease, hepatitis, HIV/AIDS, tuberculosis, vector-borne diseases (lymphatic filariasis and kala azar), syphilis, cervical cancer, diabetes, maternal and childhood anemia, immunization, under 5 diarrhea and pneumonia, sexual and reproductive health, Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana (AB PM-JAY) and Ayushman Bharat Digital Mission (ABDM), hypoxemia and oxygen, safe drinking water, sickle cell disease, and climate and health.

Project Background:

WJCF, with support from Stop TB Partnership, is implementing Project iLIFT (integrated Lung Health Initiative For Tribals) in Korba district of Chhattisgarh, a state with significant tribal population. This region faces a challenge against respiratory issues and healthcare access, making it a crucial target for integrated lung health initiatives.

Korba is a major contributor to India’s coal production, accounting for 16% of the national output (as per Ministry of Mines). The exposure to coal dust and silica has an association with respiratory ailments such as Asthma and Chronic Obstructive Pulmonary Disease (COPD). Additionally, Korba has a significant beedi rolling community, with 90% of the workers being women who earn an average daily wage of $5. This community experiences alarming rates of respiratory issues and TB-like symptoms. Despite the existence of comprehensive guidelines for managing TB and COPD/Asthma, the implementation remains challenging. The separation of TB and COPD/Asthma programs into different health verticals has hindered the delivery of an integrated Lung Health solution.

To address the above, Project iLIFT takes a two-pronged approach to bridge the gap between community and facility care. Under the program, health camps are organised in the community with the health staff to provide individuals integrated screening of Tuberculosis (TB), Chronic Respiratory Diseases (CRDs) like COPD, Asthma, and lung cancer, alongside Non-Communicable Diseases (NCDs) such as Diabetes, Hypertension and Sickle Cell Disease (SCD). On the public health care facility end, health facilities are strengthened by empowering existing healthcare infrastructure by training key personnel, deploying Computer-Aided Diagnosis (CAD), and spirometers at sub-district levels, and institutionalizing necessary assessment tools at HWC (Health & Wellness Centre) for identification and referral of high-risk patients. Improving referral pathways and streamlining sample collection and transport further enhance diagnostic capabilities.

The project is executed in close collaboration with state-level TB, NCD, and SCD programs and builds on existing community screening initiatives to reinforce the health system. By integrating disease management and working alongside general health staff, the project seeks to generate local evidence that can drive greater state-level support, ensuring the sustainability and scalability of the project’s outcomes.

Position Summary:

WJCF is seeking a highly motivated and analytically strong Monitoring and Evaluation (M&E ) Analyst to support the design, implementation, and continuous improvement of Monitoring, Evaluation, and Learning systems for Project iLIFT. The Analyst will work closely with program teams, field staff, and government counterparts to consolidate and analyze data from multiple sources including community camps, facility records, digital screening tools, and program trackers. The role will focus on transforming complex data into clear, decision-oriented insights to support program management, learning, and reporting. The role will be based out of the implementation site in Korba and will report to both the Medical Officer (administratively) and the Project Lead (functionally), while working closely with central M&E and technical teams.

Responsibilities

1. Monitoring, Data Management and Analysis:

  • Collate, clean, consolidate, and manage high- volume data from multiple program sources including community camps, facility MIS, digital screening tools, and government/partner databases.
  • Perform routine and ad-hoc quantitative/qualitative analyses to monitor key performance indicators (KPIs) on screening coverage, diagnostic yield, referral completion, treatment outcomes, and equity across TB, COPD/Asthma, and NCDs.
  • Design, update, and maintain interactive dashboards and performance trackers (using Excel/Power BI or similar) for real-time program insights and stakeholder reporting.
  • 2. Reporting and Knowledge Products:

  • Lead preparation of high-quality monthly/quarterly monitoring reports, donor updates, and government presentations.
  • Develop concise technical briefs, fact sheets, data summaries, and case studies that translate project findings into actionable insights for program improvement.
  • Document best practices, implementation lessons, and evidence for scalability to support state-level integration and replication.
  • 3. Program Support and Field Engagement:

  • Collaborate with field teams to identify and resolve data quality gaps, and operational bottlenecks.
  • Conduct regular field visits (camps, health facilities, and district offices) to validate data, gather qualitative insights, and strengthen on-ground feedback mechanism.
  • Build field staff capacity through targeted trainings on data collection tools, reporting formats, and data quality assurance.
  • 4. Cross-functional Collaboration:

  • Align M&E indicators, data flows, and reporting timelines with technical, operations, and digital health teams.
  • Contribute to adaptive learning processes by highlighting trends, risks, and opportunities for course correction.
  • Undertake additional analytical or documentation tasks as required by the project.
  • Qualifications

  • Bachelor’s degree in Public Health, Statistics, Economics, Life Sciences, Social Sciences, or a related field with a minimum of 2 years of relevant professional experience, or Master’s degree in a related field with a minimum of 1 year of relevant professional experience.
  • Experience working with large datasets, routine program data, or field-generated data.
  • Prior work in donor-funded or government-supported health programs preferred, preferably in TB and lung health related diseases and ACF camps.
  • Experience developing dashboards/visualizations and supporting government/NGO reporting preferred.
  • Strong analytical and problem-solving skills with attention to detail.
  • High proficiency in Microsoft Excel, Word, and PowerPoint.
  • Ability to synthesize data into clear narratives for diverse audiences.
  • Strong written and verbal communication skills in English.
  • Ability to work independently in fast-paced, unstructured environments while collaborating across teams.
  • Willingness to travel frequently to camp locations.
  • Comfort working in rural and resource-constrained settings.
