Overview

We are seeking an experienced Program Manager – Operations to lead critical operational workstreams within a large-scale Individual Health & Dental transformation . This role is responsible for driving operational excellence across complex, multi-workstream initiatives, ensuring delivery against timelines, budgets, and quality standards. The Operations Program Manager will partner closely with business, technology, and operations leadership to optimize processes, manage risk, and deliver sustainable operational outcomes.

Core Responsibilities

Operational Leadership & Delivery

• Lead end-to-end delivery of operational workstreams, ensuring outcomes are delivered on time, within scope, and within budget.
• Partner with operations leaders and cross-functional teams to maintain momentum and proactively resolve delivery challenges.
• Develop and maintain integrated operational roadmaps, serving as the single source of truth for progress, milestones, and status reporting.

Process Optimization & Continuous Improvement

• Identify opportunities to improve operational efficiency across solution development and execution.
• Drive process improvement initiatives using Lean and continuous improvement best practices.
• Ensure operational workflows are documented, standardized where appropriate, and aligned to enterprise standards.
• Support change management and business readiness activities to ensure successful adoption.

Risk & Dependency Management

• Identify operational risks and develop mitigation strategies in collaboration with risk partners.
• Track and manage cross-team dependencies to prevent bottlenecks and delivery delays.

Governance & Stakeholder Engagement

• Lead operational governance forums and contribute to broader program governance alongside business program leadership.
• Deliver clear, concise updates to senior leaders on progress, risks, financials, and key decisions.

Business, Technology & Operational Alignment

• Collaborate with Business PMO, Technology PMO, and Architecture teams to ensure solutions are scalable, compliant, and sustainable.
• Validate alignment between operational processes, technology capabilities, and regulatory requirements.

Financial & Resource Management

• Manage operational budgets, forecasts, and resource plans across workstreams.
• Report on operational performance, including financials, quality, progress, and risk metrics.

Core Technical Skills

Required

• 5+ years of program or project management experience within operations or service delivery environments
• Proven experience leading complex, multi-workstream programs
• Strong operational delivery and governance expertise
• Advanced experience using Jira (required) and Smartsheet
• Risk, dependency, and financial management across large initiatives

Preferred

• Experience in health, dental, or insurance-related programs
• Hands-on experience with operational process improvement methodologies (Lean, Six Sigma)
• Experience supporting large-scale transformation initiatives

Nice to Have

• Insurance operations exposure (claims processing, policy management, policy administration)
• Prior experience working directly within an operational business unit

Soft Skills

• Strong leadership and stakeholder management capabilities
• Excellent communication, facilitation, and executive-level presentation skills
• Data-driven mindset with the ability to build frameworks to support decision-making
• Comfortable operating in dynamic, evolving environments

Education

• Bachelor’s degree required
