Organisational Development Specialist
Contract to 26/06/2026 | Brisbane CBD | Hybrid working

We are partnering with a leading Queensland Government client to recruit an experienced Organisational Development Specialist. This strategic role focuses on organisational design, workforce capacity planning, and business transformation. Your mission is to ensure the Department adopts global best practices and industry standards, moving away from legacy approaches toward streamlined, tool-enabled operations.

Key Responsibilities:

  • Partner with leaders to assess current-state models and define future-state service delivery models based on data and evidence.
  • Create future-state organisational structures, role designs, and workforce capability requirements aligned with automated processes.
  • Conduct capacity planning and analysis to determine staffing levels and task distribution for both transition and steady-state phases.
  • Provide clear frameworks for leaders to manage the shift from manual, inefficient processes to modern, global toolsets.
  • Influence stakeholders to adopt "best practice" approaches—ensuring processes are adapted to fit the tool rather than customising tools to fit outdated habits.
  • Deliver executive-level artefacts, including operating model blueprints, structural design options, and workforce planning reports.
  • Collaborate with Industrial Relations teams to ensure all consultation obligations are met during transitions.

What we’re looking for?

  • Proven experience in business transformation, strategic organisational design, and operating model development.
  • Strong capability to interpret organisational data and workforce metrics to drive objective, evidence-based decisions.
  • Ability to influence diverse stakeholder groups and embed new ways of working across an enterprise.
  • Experience from the private sector or consulting is highly valued to help challenge traditional "legacy" government approaches.
  • A focus on "facts over feelings," ensuring recommendations are objective and aligned with strategic outcomes.
  • The ability to operate at both a strategic level and a "doing" level in a standalone capacity.
