Platform Architect - Startup India

About the Department

Invest India is the National Investment Promotion and Facilitation Agency under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India.

Key Responsibilities

Technology Strategy & Architecture

• Define and maintain the technical roadmap aligned with the strategic objectives of Startup India and DPIIT.
• Be able to define the architecture of scalable, secure, and modular platforms across multiple verticals including recognition, applications, mapping tools, dashboards, and analytics.

Platform Oversight & Development

• Oversee full-stack development of key portals and initiatives such as Startup India Hub, BHASKAR platform, Startup India Seed Fund Scheme, MAARG Mentorship Platform, Investor Connect Platform and integrations for public-private collaborations.
• Ensure end-to-end system design for high availability, performance, and ease of integration with third-party and government systems.

Team Leadership & Vendor Management

• Lead and mentor cross-functional tech teams including frontend/backend developers, DevOps, QA, and data analysts.
• Act as the technical liaison for government-appointed vendors, ensuring timely and quality deliverables aligned with GIGW and data protection standards.

Product Innovation & Stakeholder Engagement

• Drive technical innovation for ecosystem matchmaking, personalization algorithms, advanced analytics, and digital credentialing.
• Coordinate with DPIIT, industry bodies, and state governments to understand and implement technology needs.

Security, Compliance & Performance Optimization

• Implement data privacy standards, compliance with Indian government digital protocols (e.G., MeitY, NIC, GIGW 3.0).
• Work with hosting providers and MSPs (e.G., AWS, NIC, Hitachi Systems) to optimize performance and conduct regular audits.

Qualifications

• Education: Master’s degree in Computer Science, Engineering, Information Technology, or associated fields.
• Experience: 10+ years in software development/tech product management with at least 4+ years in a leadership or architectural role.
• Backend: Knowledge of programming languages such as (but not limited to) Node.Js, Python, Java, or similar
• Frontend: Knowledge of programming languages such as (but not limited to) Angular, React, Vue
• Familiar with recurringy used frameworks for efficient builds
• DevOps: AWS, CI/CD pipelines, Docker, Kubernetes
• Database: PostgreSQL, MongoDB, ElasticSearch
• APIs: RESTful APIs, OAuth 2.0, API Gateways
• Familiarity with: Digital public goods, open APIs, Aadhaar/DigiLocker integrations, data security norms, accessibility standards (WCAG), and cloud cost optimization
• Experience with government tech platforms, digital governance projects, or large-scale B2B/B2G platforms
• Prior experience working with Ministry-level initiatives or public policy environments
