Job Description
Supply Chain Branch is seeking a Project Director to lead and manage the Queensland Pharmaceutical Manufacturing Services (QPMS) Future State Project.
This is a new project to establish a sustainable, secure and compliant pharmaceutical manufacturing capability for Queensland and to modernise manufacturing operations in a new fit-for-purpose facility. The Project Director will have overall accountability to deliver construction/relocation management services and alignment to strategic objectives.
The Project Director will provide specialist advice on the construction/relocation management of the project to meet agreed performance criteria, as well as providing construction management expertise and managing professional and technical consultants.
Your Key Responsibilities- Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high-quality, safe services and workplaces.
- Oversee and manage the definition and successful completion of a large scale, complex project in line with Queensland Health project management methodologies and tools, including benefits management and risk and issue management, to ensure quality project outcomes are delivered.
- Provide leadership in the development of all project documentation and reporting and apply appropriate project management techniques, methodologies and tools to ensure successful outcomes are delivered.
- Develop strategies, tactics and measures to resolve business performance and management issues by leveraging available expertise in partnership with key stakeholders.
- Lead the evaluation of the infrastructure and site for a new location for the QPMS.
- Oversee and proactively manage, monitor and report on project performance against project plans and deliverables including, construction-related contractors, schedules, quality, risks, issues, interdependencies, scope and key performance indicators, ensuring the appropriate level of priority, visibility and escalation.
- Define success metrics and indicators to measure, monitor and report on change, including the identification of trends, future demands and broader influences that may impact on achieving project outcomes.
- Strategically engage and maintain strong professional partnerships with internal and external stakeholders, facilitate effective communication channels to promote the successful adoption of change within the business and foster relationships through lessons learned, feedback mechanisms and management of expectations and to drive engagement and positive outcomes.
- Provide strategic leadership and direction on navigating a complex environment to enable significant change and realisation and sustainability of business benefits.
- Negotiate and problem solve with a diverse and highly invested clientele.
- Collaborate with business partners on operational change and the impact assessment of such change on risk control frameworks, people, technology and processes.
- Work with Queensland Health employees to transfer knowledge and upskill to ensure capability is retained within the organisation.
- Manage capability and resource development by leading and mentoring and to provide strong, measured leadership to create a culture of excellence, through proactive engagements with stakeholder and feedback on continuous improvements.
- Ensure compliance with the performance-based requirements of the Building Code of Australia, Workplace Health and Safety Act and other relevant Australian Standards.
The position reports to the Executive Director and will have up to four direct reports.
- A relevant qualification with adequate experience in project leadership, construction, construction safety or works planning would be well regarded.
- This role is primarily based at Herston.
- Evidenced background in successfully managing and delivering complex projects to support strategic priorities.
- Well-developed conceptual and analytical skills and a demonstrated ability to develop innovative and practical solutions for problem solving in large scale and complex change projects.
- Expert knowledge of large-scale project management practices which include application of the appropriate project management methodologies and an ability to promote and provide advice on the use of appropriate project management, methodologies and tools.
- Well-developed leadership and team management skills.
- Highly developed negotiation, influencing, consultative, communication and interpersonal skills suited to supporting business change and dealing with a range of critical and often time-sensitive issues.
- Ability to identify and drive process improvements by using evidence to demonstrate the need for change, as well as being able to communicate how change may be enacted.
- Proven issue identification, analytical and research skills, problem solving skills and a demonstrated ability to develop innovative, sensitive and practical solutions and provide expert strategic advice to complex issues.
