Job Description Join our innovative team at Oracle Cloud Infrastructure (OCI), where we provide mission-critical applications for top-tier enterprises globally. In the Technical Strategy and Oversight (TSO) organization, our goal is to empower customers through choice, transparency, and value regarding cloud infrastructure. We are embarking on ambitious initiatives such as creating innovative platforms, high-performance frameworks for OCI developers, and a new container runtime for diverse OCI services, including high-demand, high-availability capabilities. Our ongoing projects include providing canonical implementations for core data plane components, developing a remote persistent storage solution with performance akin to local NVMe drives, and establishing tools for identifying critical performance enhancements across OCI data planes. Our focus is on enhancing engineering efficiency by leveraging our expertise to build low-level systems that can be adopted across OCI’s core cloud services. The TSO organization is also responsible for establishing and governing OCI-wide programs aimed at improving engineering standards, processes, architectural reviews, change management, and other essential frameworks. Who Are We Looking For? As a Senior Manager of Overlay Program Management, you will lead and grow the Overlay Programs team, which focuses on the design, execution, and governance of cross-cutting initiatives that enhance consistency across OCI. Your leadership will be crucial in driving the adoption of best practices and technology frameworks. The Overlay Programs team collaborates closely with leaders, architects, and stakeholders to deliver on strategic initiatives that span multiple domains. This critical and visible leadership role requires a proven ability to influence across organizational lines, drive alignment among various teams, and promote programs that advance our objectives. You and your team will oversee the end-to-end lifecycle of complex overlay initiatives—coordinating, advising, tracking, and championing strategic programs vital to OCI's growth and engineering excellence. The ideal candidate will exhibit a blend of strong technical knowledge, program management skills, and exceptional communication abilities, as well as a passion for operational excellence. You should excel at navigating complex organizations while nurturing high-performing teams. In this role, you will function as a strategist, consultant, and implementer, ensuring the organization remains agile, supports executive-level decision-making, and translates strategic priorities into actionable programs. Responsibilities: Overlay Operations: Lead sessions on OCI overlay program strategies, considering organization-wide processes, program adoption, and engagement. Strategic Initiatives: Launch, monitor, and manage cross-functional overlay initiatives, identifying KPIs and success measures to report to executive sponsors. Process Improvement: Initiate and lead projects that enhance operational consistency and performance across teams. Team Leadership: Mentor and develop a team of technical program managers, aligning their work with the strategic vision of the Overlay Programs. Cross-functional Influence: Establish trusted relationships with key stakeholders, facilitating effective cooperation across diverse teams. Force Multiplier: Actively pursue and enhance stakeholder engagement to ensure the success of overlay programs and drive measurable impact. Qualifications: Ability to navigate and align across various organizational boundaries. Experience in resolving conflicts effectively. Strong attention to detail and creative problem-solving skills. Proven track record of organizing and managing multiple initiatives and teams. Direct people management and mentoring experience is preferred. Exceptional written and verbal communication skills with executive presence. Versatile and adaptable with a commitment to driving productivity. Experience in planning and leading strategic, organization-wide initiatives. Strong project reporting skills with emphasis on cross-organizational communication. Compensation Overview: Range information is provided specifically for this position. The estimated hiring salary is from $118,500 to $251,600 per annum, with eligibility for bonuses, equity, and other compensation elements.
