The Toronto Transit Commission (TTC), North America's third largest transit system, is seeking a Senior Manager, Transit Programs to join our team. The role supports the TTC’s new Corporate Plan—Moving Toronto, Connecting Communities—by advancing high-impact transit initiatives.
What You Will Do
As the Senior Manager, Transit Priority Programs you will provide strategic leadership, coordination, and project sponsorship for the TTC’s most high‑impact transit initiatives, including bus priority lane projects, smart transportation infrastructure pilots, and subway capacity enhancement programs.
You will lead the planning, definition, and delivery of major transit projects and programs, ensuring clear articulation of rationale, scope, stakeholder input, and operational implications. You will own the problem statement, define success criteria, and coordinate all aspects of transit initiatives.
You will oversee the development of business cases and funding applications for Toronto City Council and its Committees, serving as the internal point of accountability for advancing TTC‑led transit initiatives toward implementation readiness.
You will build and maintain strong cross‑functional relationships with other TTC teams, and lead and participate in multi‑agency working groups and steering committees to represent TTC’s interests effectively. You will develop and deliver complex project requirements that meet organizational and stakeholder needs.
You will manage and report on the progress of key transit programs (e.g., bus priority lanes), monitoring performance, identifying risks, and recommending and implementing mitigation strategies.
You will build and lead a team of project leads, planners, and analysts, providing coaching, direction, and oversight while fostering a collaborative, outcomes‑focused culture.
You will demonstrate inclusive behaviours, removing barriers and accommodating employees and customers in accordance with TTC’s commitments under the Ontario Human Rights Code (OHRC), the Accessibility for Ontarians with Disabilities Act (AODA), and TTC policies.
What Qualifications Do You Bring?
- Extensive experience in transit project leadership, capital program development, or strategic infrastructure planning.
- Proven success leading high‑profile, politically visible, multi‑stakeholder transit/infrastructure projects.
- Expertise in project sponsorship, program governance, capital planning and delivery.
- In‑depth knowledge of transportation planning principles, transit service planning, policy development, and research methods.
- Strong understanding of municipal transportation systems, surface transit operations, and urban mobility strategies.
- Advanced knowledge of infrastructure development, funding programs, and regulatory environments.
- Skilled in complex analysis, transit modeling, cost‑benefit analysis, and quantitative methods.
- Ability to manage multi‑disciplinary projects and deliver under tight timelines.
- Excellent communication skills for reports and presentations to senior stakeholders.
- Strong leadership, problem‑solving, negotiation, and stakeholder management abilities.
- Proficiency in Microsoft Office, GIS, and related systems.
- Knowledge of fiscal/human resources policies, safety regulations, and accessibility legislation.
- A University degree in Planning or Transportation Engineering, or equivalent combination of education and experience.
- Working knowledge of human rights legislation and corporate policies, including the Ontario Human Rights Code, occupational health and safety regulations, and TTC policies (e.g., Respect and Dignity, Workplace Violence).
- Professional registration (OPPI, PEO) and/or PMP certification is considered an asset.
