I. DESCRIPTION OF SERVICES



Railroad Commission of Texas requires the services of Software Engineer , hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer , Applications/Software Development and the specifications outlined in this document for the Railroad Commission of Texas.



All work products resulting from the project shall be considered "works made for hire " and are the property of the Railroad Commission of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Railroad Commission of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).


I. DESCRIPTION OF SERVICES







Railroad Commission of Texas requires the services of Mainframe Top Secret Security Administrator, hereafter referred to as Candidate(s), who meets the general qualifications of a Legacy Level Software Engineer, and the specifications outlined in this document for the Railroad Commission of Texas.



All work products resulting from the project shall be considered "works made for hire " and are the property of the Railroad Commission of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Railroad Commission of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).





• Serve as a subject-matter expert in Mainframe Top Secret Security Administration to maintain data security and regulatory compliance.

• Work involves highly advanced (senior-level) systems administration in support of agency mainframe applications and supporting infrastructure; and coordinate day-to-day system administration functions such as mainframe configuration, break/fix system support, and base user account creation/support.

• Work requires strong and proven hands-on experience in Mainframe Top Secret Security Administration and z/OS Administration.

• Work also requires expertise in certificate renewals and access control within mainframe environments as well as a strong understanding of security compliance, audit practices, and risk mitigation.

• Routine system administration functions to include security administration support, performance monitoring, security monitoring, and system maintenance.

• Work includes supporting data entry and control work processes, overseeing and coordinating mainframe operations in the State's Consolidated Data Center Services (DCS), and working with the Network Administration, Customer Support and Applications Development & Support teams to provide support necessary for day-to-day mainframe operations.

• Experience with Informatica Power Exchange Administration for Change Data Capture processing using mainframe data sources and targets (, IMS and VSAM) a plus.





The Worker will apply their expert knowledge and experience as a Mainframe Top Secret Security Administrator to support both the needs of the Legacy Systems as well as those for the Mainframe Transformation Team.






WORKER SKILLS AND QUALIFICATIONS • Serve as a subject-matter expert in Mainframe Top Secret Security Administration to maintain data security and regulatory compliance.

• Provide primary support as the subject matter expert for z/OS operating systems and system components; provide direct technical support as needed in the planning, implementation and testing of releases, upgrades, or changes to z/OS operating system, network, and component software.

• Provide end user support for assigned Independent Software Vendor (ISV) products such as BlueZone.

• Diagnose platform, software and related product issues and follow up with root cause analysis.

• Assist with maintaining and providing technical support for Mainframe Production Control and Support Jobs and monthly Mainframe Job Scheduler.









II. CANDIDATE SKILLS AND QUALIFICATIONS

III. TERMS OF SERVICE





Services are expected to start // and are expected to complete by //. Total estimated hours per Candidate shall not exceed hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.





IV. WORK HOURS AND LOCATION





Services shall be provided during normal business hours unless otherwise coordinated through the Railroad Commission of Texas. Normal business hours are Monday through Friday from : AM to : PM, excluding State holidays when the agency is closed.



The primary work location(s) will be at Work from Home. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Railroad Commission of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.



The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over hours will be at the hourly rate quoted and must be coordinated and pre-approved through Railroad Commission of Texas.





V. OTHER SPECIAL REQUIREMENTS

Selected candidates are required to access the RRC technical environment via GoToMyPC (or similar) and must have a device capable of handling this connection, including a headset as needed. Alternately, the RRC may provide a desktop or laptop device for connection to the RRC network in certain situations. The laptop must be returned to the RRC Help Desk upon candidate resignation or termination or the end of the purchase order/contract.

VI. ADDITIONAL TERMS AND CONDITIONS





The anticipated term of the Purchase Order is February , , through August , , with the option for three one-year renewals at the RRC's sole discretion, depending on satisfactory performance and funding availability. The Purchase Order term may not be extended except by POCN.

VII. RIGHT TO AMEND OR WITHDRAW SOLICITATION





DIR reserves the right to alter, amend or modify any provisions of this solicitation, or to withdraw this solicitation, at any time prior to the award of a Work Order pursuant hereto, if it is determined by DIR to be in the best interest of the State to do so.
