Programmatic need being met by this request:

The Market Scaling team's purpose is to identify, vet, and scale technical and non-technical solutions that reduce complexity, implementation costs, and operating costs for building decarbonization, making these solutions competitive with their fossil fuel equivalent, including by supporting the development and advancement of solutions and services that meet stakeholders' needs and requirements, in collaboration with supply chain actors, and by developing interventions to catalyze the connection between a clear market demand and supply.

To fulfil this role, the team needs a deep understanding of how key actors in the supply chain

(investors, manufacturers, distributors ,etc.) make investment decisions, and how to influence these decisions.

Creativity in Project & Program Development
Has demonstrated ability to develop and manage major complex projects. Is the creative force behind at least one whole technical or Deployment area within a program. Has demonstrated capability to build/maintain a new multi- project program in at least one program element involving several interrelated projects to meet a technical or program goal. Has demonstrated ability to obtain co-funding or leverage private resources for projects with little or no assistance from the supervisor. Proposes new program directions and technical strategies. Works closely with Program Manager in developing the Program and in developing junior staff.

Has consistently demonstrated the ability to put required level of program in place. Is Authority resource capable of leading difficult technical and project management work groups and assignments. Prioritizes, manages and self-initiates multiple assignments while consistently taking charge of work groups.

Primary Responsibilities, and Minimum and Preferred Qualifications

What skills are needed to be successful in this role?

The ideal candidate will possess the following competencies:

• Corporate decision-making fluency – especially understanding how Chief Executive Officers (CEOs) and Chief Financial Officers (CFOs) think about capital allocation, risk, and scale. Speaks the language of these decision-makers (not sales/marketing teams) and use this understanding to develop plans and

proposals that will appeal to these decision makers.

• Competitive strategy acumen – ability to identify the terms of competition between comparable companies in the market and see and articulate how these influence near and long-term strategy as well as investments, products, and partnership decisions.

• Business case design – be able to articulate a narrative that drives decision makers to action and takes into account financial impacts, competitive position, value to customers, risks, and other factors that affect decision-making.

• Financial literacy – understands deal components and structures well enough to co-design them. Can articulate and negotiate key deal terms. Is able to understand, challenge, and discuss business models. Ability to build financial models is not required but is a plus.

• Capital allocation & risk evaluation – Understands how executives think about large investments ( in new product lines and production facilities) and risk mitigation.

• Cross-functional industry fluency – Knows how supply chain pieces (materials, design, delivery) interact.

• Strong interpersonal skills – can build trust with executives, influence internally and externally, and work cross-functionally. Can reliably represent NYSERDA.

• Strategic storytelling & narrative framing – able to explain how a given initiative aligns with a firm's goals.

Behavioral insight – understands not just what should work logically, but what actually motivates action in practice. Understands how to move people beyond numbers through narrative.

Are there any specialized skills that must be present for the position to be successful?

Priority will be given to candidate will be given to candidates with the following experience and competencies:

• Former executive or analyst responsible for corporate strategy

• Experience in corporate finance, merger and acquisitions, private equity, venture capital, or experience developing the long-term strategy of a firm.

• Someone who's worked with manufacturers on go-to-market strategies or capital decisions

? Familiarity with capital structuring, early-stage commercialization, manufacturing scale-up


Education, Certifications, Degree requirements

Required:

• Bachelor's degree. A degree with a focus on Business, Economics, Finance, Engineering, or a related field, or equivalent experience corporate investment strategy, industrial supply chain development, strategic consulting or market analysis is a strong plus.


Preferred:

• Advanced degree with a focus on:
o Strategy or finance

o New markets
o ndustrial policy

o Or a similarly relevant concentration

Or equivalent experience in:
o drive

IT systems that will be used
Microsoft Office suite (Word, PowerPoint, Excel, Outlook), Microsoft SharePoint, Microsoft Teams

Market Engagement:

• Engage directly with manufacturers and tech companies to gather market intelligence through exploratory interviews and ideation sessions to:

o Extract decision criteria from firms

o Understand their investment logic, risk appetite, and priorities
o Surface barriers, ideas, and latent opportunities

• Conduct C suite-level conversations with manufacturers of building equipment, systems, and appliance, with a focus on building decarbonization solutions ( heat pumps and appliances, envelope solutions, ventilation systems).

• Understand variations in decision-making across company size/type ( established heat pump manufacturer vs. a startup)

• Elicit actionable feedback on NYSERDA's value proposition

Internal Advisory:

• Translate NYSERDA's strategic goals into private-sector business cases

• Provide critical advisory: help determine whether proposed programs or supports (, guarantees, contracts, investment incentives) will meaningfully shift investment decisions made by manufacturers.

• Support initiative design with clear logic, structured deals, and investor-facing offers
o Identify gaps or weaknesses in initiative design from a business perspective
o Translate aggregated demand and policy levers into investor-relevant metrics

o Break down and structure potential support packages (capital access, guarantees, etc.)
o Shape "offers " that manufacturers see as credible and beneficial

• Identify where NYSERDA support can reduce friction ( insurance, qualification, loss reserves)

• Help change internal ways of thinking, moving beyond default incentive structures and towards outcome-driven, business-savvy approaches

• Support organizational change at NYSERDA by challenging old assumptions and unlocking creative paths for impact

• Inform NYSERDA teams whether proposed initiatives align with real-world investment logic

Strategic Influence and Communication:

• Build a compelling case for supply chain action using both logic and vision and help make NYSERDA initiatives credible and compelling to business leaders

• Convince firms to:

o Invest in new products that simplify building decarbonization and reduce its cost
o Build new facilities or scale manufacturing capacity

o Improve or standardize delivery models ( installation pricing, labor networks)
