Position Details:

Job Role: TA Lead Planning Engineer

Experience Required : 12+ Years Experience in Oil & Gas Industry with minimum 4 shutdowns in GCC countries.

Location : Oman

Education: BE/BTech in Mechanical Engineering

Key Responsibilities:

1. Planning & Scheduling

• Develop the Turnaround (TA) work breakdown structure (WBS), network logic, and critical path.
• Create and maintain Level 1 to Level 5 turnaround schedules using Primavera P6 (or MS Project), aligned with company planning procedures.
• Ensure the development and validation of job packs including detailed task lists, manpower requirements, tools, materials, and durations.
• Perform resource loading and leveling to optimize manpower and equipment usage.
• Coordinate planning input from various disciplines (mechanical, electrical, instrumentation, inspection, etc.)

2. Cost Estimation & Budgeting

• Lead the development of the TA cost estimate, working with stakeholders for input (materials, labor, equipment, contractors).
• Track and report cost performance (planned vs. actual) during the TA lifecycle.
• Identify and analyze cost deviations and recommend corrective actions.

3. Scope Management

• Coordinate the scope definition, risk-based scope prioritization, and final scope freezing.
• Ensure inclusion of inspection, regulatory, reliability, and integrity-driven activities.
• Manage scope changes through a formal change control process.

4. Procurement & Logistics

• Coordinate with procurement and contracts departments to ensure timely delivery of long-lead items, spares, and contractor mobilization.
• Identify and secure all critical resources (cranes, scaffolding, welding machines, etc.)

5. Risk & Interface Management

• Facilitate risk assessments, contingency planning, and mitigation strategy development.
• Liaise with operations, maintenance, HSE, and contractors to resolve planning and execution conflicts.

6. Execution Support

• Provide planning and scheduling support during turnaround execution phase (live updates, progress tracking, lookaheads).
• Conduct daily schedule updates, reporting, and forecasting.
• Monitor KPIs (Schedule Performance Index, Cost Performance Index, Earned Value, etc.)

7. Reporting & Close-out

• Generate progress, performance, and variance reports for stakeholders.
• Lead post-TA analysis, lessons learned workshops, and close-out reports.
• Archive turnaround planning documents and schedules for future reference.
