About eGovernments Foundation & Health Sector Platforms

eGovernments Foundation (eGov) is a pioneering tech-for-good organization that exists to drive exponential impact in public service delivery at speed and scale. Our mission is to enhance the ease of living for citizens by improving access to essential public services through open, scalable digital platforms.

Our work involves:

● Driving large-scale digital transformation through DIGIT (Digital Infrastructure for Governance, Impact, and Transformation), an open-source digital public good.

● Supporting governments in adopting Digital Public Goods (DPGs) for sustainable, interoperable service delivery

● Building ecosystems that enable innovation, collaboration, and long-term platform stewardship.

Within public health, eGov works on multiple DIGIT- and CARE-based digital health platforms, including health campaign management systems, hospital management systems (HMIS), critical care platforms, and population-scale public health solutions. These platforms support real-time clinical workflows, program execution, reporting, and decision-making for large government health initiatives across India and global geographies.

DIGIT- and CARE-based solutions have benefited over 160+ million citizens, with deployments across 10+ countries, thousands of cities, and healthcare facilities worldwide.

If you are passionate about building technology that strengthens public health systems and delivers impact at population scale, we invite you to work with us.

We are looking for a Technical Architect who combines strong hands-on technical depth and architectural leadership with the ability to communicate complex technical concepts clearly, engage and influence senior government stakeholders, and represent the platform’s technology vision in external forums. The role requires comfort working in complex, multi-stakeholder public-sector environments, acting as a technical authority and mentor across the ecosystem, along with a strong understanding of modern application architectures and public health delivery contexts.

Key Responsibilities

Key responsibilities include, but are not limited to:

● Architect and design digital health products and solutions for large scale implementations

● Provide technical architecture governance and reviews across Product and Solution Engineering teams.

●Design scalable, secure, and interoperable architectures aligned with digital health platform principles and public-sector needs

● Drive proofs of concept (POCs) to evaluate open-source tools and emerging technologies, and accelerate innovation through new architectural approaches and reusable components to improve platform adoption, productivity, and cost efficiency

● Create and maintain solution design and implementation guidelines, design critical platform components and integration adapters, and identify reusable solution patterns for inclusion in core products and platforms.

● Define and publish technical standards and guidelines for automation, repository management, configuration, and deployment, while mentoring and guiding engineers across Product and Solution Engineering teams.

● Support partner enablement through architecture walkthroughs, documentation, and technical workshops

● Own and publish performance benchmarks for platform implementations and guide optimization efforts.

● Leverage professional networks to attract talent, support hackathons, and grow open-source contributions.

Required Skills & Experience

● Bachelor’s degree in Engineering, Computer Science, or related discipline

● 8–12 years of overall IT experience with proven experience in end-to-end design and development of complex, large-scale platforms

● Experience working with distributed teams and mentoring internal and partner engineering teams

● Prior experience in public-sector platforms or Digital Public Goods is a strong advantage.

Technical Competency

● Strong hands-on experience in end-to-end web and mobile application architecture, design and development, including:

β—‹ Backend & Application Stack: Python / Django, JavaScript / TypeScript

β—‹ Frontend & UI Technologies: React / TypeScript

β—‹ API Design & Integration: RESTful APIs, OpenAPI / Swagger, Postman

● Practical experience with DevOps and deployment practices, including Docker, basic container orchestration, CI/CD pipelines (e.g., Jenkins, GitHub Actions), and monitoring/logging tools.

● Strong capability in architecture and system integration, including modular system design and integration with third-party tools, platforms, and plugins.

● Deep understanding of software delivery practices, including SDLC, release management, and DevOps best practices, in large-scale, production environments

Project & Communication Skills

● Strong ability to collaborate effectively with multi-disciplinary and cross-functional teams.

● Good communication skills, with the ability to engage senior leadership, government stakeholders, and partners, and actively drive and lead architecture and design discussions.

● Ability to think platform-first and evaluate decisions in terms of long-term architectural impact, scalability, and reuse.

● Experience conducting enablement sessions, architecture reviews, and technical workshops for internal teams and external partners.

● Strong documentation and knowledge-sharing mindset, with the ability to create clear, reusable technical artefacts and guidelines.
