Position Title: Tender Administration Manager


Proposed Terms of Reference (TOR):

  • Detailed review and analysis of tender documents (ITB, RFP, RFQ, PQ, EOI), including contractual, technical, and commercial requirements
  • Preparation of tender reading summaries, compliance matrices, and risk highlights
  • Preparation, coordination, and compilation of qualification, technical, and administrative proposals in line with employer and donor requirements
  • Document control and version management of all tender documents, ensuring accuracy, traceability, and compliance with submission requirements
  • Establishment and maintenance of tender filing systems (soft and hard copies) in accordance with internal procedures
  • Coordination with internal departments (engineering, finance, legal, HSE, planning) to collect, review, and validate inputs
  • Management of the full tender submission process, including formatting, packaging, electronic portals, and physical submissions
  • Monitoring tender timelines, addenda, clarifications, and submission deadlines
  • Preparation and coordination of bank securities related to tenders (bid securities, bid bonds, guarantees), including liaison with finance and banks to ensure timely issuance and compliance with tender requirements
  • Support in preparing clarification responses, post-submission correspondence, and bid follow-up
  • Ensuring full compliance with employer requirements, donor procurement rules, and internal quality standards



Qualifications & Experience

·    Bachelor’s degree in civil engineering, Electrical Engineering, or a related field

  • Minimum 5–7 years of relevant experience in tendering / business development within EPC, infrastructure, or energy projects
  • Fluency in English is mandatory; French proficiency is a strong advantage
