Current-state assessment Conduct interviews, artifact reviews, and process mapping across teams. Benchmark maturity using a clear model; establish baselines for coverage, defect leakage, cycle time, flakiness, and MTTR. Identify systemic bottlenecks (environments, data, governance, roles, handoffs). Strategy and roadmap Define a target-state operating model: test strategy, roles and responsibilities, testability standards, and risk-based practices. Design a hybrid agile quality framework: definitions of ready/done, entry/exit criteria, and quality gates aligned to release milestones. Outline shift-left and shift-right practices, environment and test data strategy, and the balance of manual and automated testing (tool-agnostic). Deliver a phased roadmap with pilots, milestones, and measurable outcomes.
