Vice President, Bids and Proposals
(State & Local Government – US)
Location: Hyderabad, India
Overview
The Vice President of Bids and Proposals leads the full lifecycle of State and Local Government (SLED) bids across the U. S. This role is responsible for identifying and qualifying opportunities, leading proposal development, managing submissions, and supporting post-submission follow-up to drive win rates and revenue growth.
Key Responsibilities
- Monitor and identify SLED opportunities across U. S. procurement portals and partner channels
- Lead bid/no-bid decisions in alignment with company strategy
- Own end-to-end proposal development for RFPs, RFIs, and RFQs
- Facilitate bid kickoff meetings with stakeholders to assess resource availability and strategic alignment.
- Coordinate cross-functional teams to deliver compliant, high-quality proposals on time
- Develop win strategies, positioning, and pricing in collaboration with Sales and Product
- Ensure every response meets 100% of the administrative requirements (forms, certifications, etc.).
- Manage post-submission clarifications, negotiations, and debriefs to gather feedback and improve future win rates
- Track bid pipeline, win rates, and continuously improve proposal processes
- Coordinate responses to Post-Submission Clarifications or Best and Final Offers (BAFO).
Qualifications
- 10+ years of experience in bids, proposals, or public sector capture, with leadership experience
- Strong track record with U. S. State and Local Government (SLED) procurements
- Deep understanding of public sector procurement and compliance requirements
- Exceptional writing, communication, and stakeholder management skills
- Technical Delivery experience is a big plus
