About the Role
C3i Hub is executing and scaling large, multi-stakeholder cybersecurity programs for critical national infrastructure sectors involving enterprise IT, operational technology (OT), and cyber-physical systems.
We are seeking a senior cybersecurity leader to design, govern, and lead nationwide cybersecurity assessment and Security Operations Center (SOC) initiatives, coordinate with multiple infrastructure operators and government stakeholders, and ensure consistent security posture, operational readiness, and compliance across geographically distributed organizations.
This role is intended as a strategic leadership position, not tied to any single project, and may span multiple national-level cybersecurity initiatives over time.
Preferred: Some one from Navy back ground or ex-navy person.
Key Responsibilities
1. National-Scale Cybersecurity Program Leadership
- Lead large, multi-organization cybersecurity programs spanning multiple locations and stakeholders.
- Act as project lead and strategic coordinator for cybersecurity assessment, remediation, and monitoring initiatives.
- Establish governance structures, reporting mechanisms, and execution frameworks for long-term programs.
2. Cybersecurity Assessment & Risk Governance
- Oversee comprehensive cybersecurity assessments covering:
- Enterprise IT systems (networks, data centers, ERP, cloud)
- OT/ICS environments (SCADA, industrial control systems, cyber-physical assets)
- Govern activities such as:
- Vulnerability Assessment & Penetration Testing (VAPT)
- Threat modeling and risk assessment
- Security maturity and gap analysis
- Ensure assessments translate into prioritized, actionable remediation roadmaps.
3. SOC Strategy, Design & Operations
- Lead the design, implementation, and governance of Security Operations Centers (SOC).
- Define SOC architecture including:
- SIEM, SOAR, UEBA, threat intelligence
- Log onboarding across IT and OT systems
- Establish:
- Incident response playbooks
- Escalation and coordination mechanisms
- KPIs, SLAs, and continuous improvement models
- Oversee SOC operations across distributed and heterogeneous environments.
4. Stakeholder & Government Interface
- Act as the primary cybersecurity interface with:
- Senior leadership of infrastructure operators
- Government departments and regulatory bodies
- Lead:
- Executive briefings
- Risk and compliance reviews
- Steering committee meetings
- Translate technical findings into clear, decision-oriented insights for non-technical leadership.
5. Team, Vendor & Ecosystem Management
- Lead and mentor multidisciplinary teams including:
- Cybersecurity analysts
- OT security specialists
- SOC engineers and architects
- Coordinate with:
- Technology vendors and system integrators
- Internal and external audit teams
- Ensure delivery quality, schedule adherence, and budget discipline.
Essential Qualifications & Experience
Mandatory
- 15+ years of total professional experience, with 8+ years in cybersecurity leadership roles
- Demonstrated experience leading large-scale, multi-stakeholder cybersecurity programs
- Strong command over:
- SOC operations and incident response
- Enterprise cybersecurity architecture
- Risk management, governance, and compliance frameworks
- Experience working in government, PSU, or critical infrastructure environments
Highly Desirable
- Background in defence, maritime, transportation, energy, utilities, oil & gas, or other critical infrastructure sectors
- Previous roles such as:
- CISO / Deputy CISO
- Cybersecurity Program Director
- Head of SOC / Security Operations
- Exposure to ITβOT convergence security
- Experience operating in high-sensitivity or regulated environments
Preferred Certifications
- CISSP / CISM / CISA
- GIAC (GCIA, GICSP, GRID)
- ISO 27001 Lead Implementer / Auditor
- IEC 62443 / NIST / ICS-CERT familiarity
